The adjustment bureau?

In the movie "The Adjustment Bureau", Harry tells Matt Damon that the Chairman is nit a person, but a thing and everyone has met the chairman in one way or another. I think the Chairman is a moment. I think it was when Damon was a kid in the senate with his father. Anyone else think so?
