I'd agree with you but aqueducts, pipelines, etc.. and water diversion has it's issues. Who gets the water in years with little flooding? Can you count on water being delivered in dry seasons? Costs to build versus damage costs? Ecological impacts? Routes of aqueducts or pipelines? Still, it seems pointless to allow flooding to continue without some measures to alleviate it especially when Midwestern or Southern states could use the water at times.
